This is truly a good idea that has obvious economic stimulus implications, that are not linked to special interest groups of Lobbyists.
Bringing the SMBs (especially the small businesses) into the 21st century and in particular, to the web, is well worth the tax dollars. This has clear benefit to drive traffic and customers to small businesses that can stimulate the economy from the bottom up.
